When the "Always On Top" option is either selected or unselected while the UC Surface Window is open, a black overlay is shown on the UC Surface Window as shown here:
This is a known issue that will be fixed in a maintenance release, but for now the workaround is to simply close the UC Surface Window and reopen it.
